Group of Eight leaders expressed confidence in the rebounding global economy Thursday and said they were working on mobilizing aid for 'Arab Spring' countries─though it appeared unlikely that they would agree at this meeting on concrete financial commitments to help Egypt, Tunisia and others.
Hosting global leaders in this seaside town in Normandy, French President Nicolas Sarkozy said one of the most important aims of the meeting─between the leaders of the U.S., Canada, Japan, France, Germany, the UK, Italy and Russia─is to 'mobilize substantial aid' for Mideast countries.
According to a draft statement, the summit, which concludes Friday, will agree on a partnership with Arab countries moving toward democracy, calling on them to fight corruption and introduce pro-growth policies. 'In the short term, our collective aim is to ensure that instability does not undermine the process of political reform, and that social cohesion and macroeconomic stability are both sustained,' the draft said.
The draft didn't detail any financial support, but said the G-8 called on the IMF and the international community to support Arab countries moving toward democracy.
The plan, to be called the 'Deauville Partnership,' will be launched on Friday in the presence of prime ministers of Tunisia and Egypt, two countries where the movement began, and of the secretary general of the Arab League, the draft said.
On the world economy, Mr. Sarkozy said, 'We are delighted to see global growth take off again and quite strongly.' However, the draft statement warned that commodity prices and their excessive volatility pose a significant headwind to the global economic recovery, even as it gains strength.
The French president once again called on Libya's strongman Moammar Gadhafi to step down. 'Mr. Ghadafi has a solution─to ask his soldiers to return to their barracks and to leave power after 41 years of dictatorship,' he said.
'Our understanding on the Libyan question is total and complete,' he said. 'Our assessment of the situation in Libya is that the progress on the ground of the opposition to Mr Gadhafi is real.'
In a section on the global economy, the draft communique said the U.S. is committed to a framework for fiscal consolidation, while European countries will continue to address their sovereign debt woes.
The G-8 marked the first opportunity for U.S. President Barack Obama to meet Japan's Prime Minister Naoto Kan since the country's earthquake in March.
U.S. President Barack Obama and Mr. Kan said that the two nations are working to expand their trade partnerships. Citing the Trans-Pacific Partnership, Mr. Kan said Japan will take up certain trade proposals with the U.S. as soon as possible. He said his first priority is rebuilding the Japanese economy.
